Duncan Solutions has completed its transition into an independent transportation revenue management platform. The company announced the sale of its non-core affiliate, Pioneer Credit Recovery, Inc. (“Pioneer”). This transaction marks the final stage of its strategic transformation into a specialized transportation technology provider.
Duncan Solutions, LLC (“Duncan”), a leading provider of technology-enabled transportation revenue management solutions, announced the completion of its Pioneer divestiture. The company confirmed that the transaction concludes its efforts to streamline operations and focus on transportation technology. The sale follows two earlier divestitures completed in 2026. Duncan previously sold Pioneer Customer Experience (“PCX”) and Gila. Together, these transactions have reshaped the company’s business structure and strategic priorities.
“Completing the sale of Pioneer is the final step in returning Duncan to its roots as a focused transportation technology company,” said James Kennedy, CEO of Duncan Solutions.
Following these divestitures, Duncan now operates as a dedicated, end-to-end transportation revenue cycle management platform. The company serves state and local governments across several transportation-related markets. Its services cover citation and violation processing, registered-owner identification, customer engagement, payments, and revenue recovery. Additionally, Duncan supports parking, tolling, and camera-enforcement operations through one integrated system of record.
MöbiHUB Enables AI-Driven Transportation Management
In the heart of Duncan’s strategy lies MöbiHUB, its own cloud- and AI-native smart mobility platform. The platform, launched in 2026, supports violation management and transportation revenue operations. MöbiHUB also includes essential transportation management functionalities within a single system. This method helps government clients at various stages of the parking and tolling violation life cycle.
Duncan wants to provide a more comprehensive solution to transportation revenue management by merging technology and operational services. That means government agencies may utilize connected capabilities across citation processing, customer communications, payment collection and revenue recovery. The platform is also a sign of Duncan’s growing investment in cloud infrastructure and artificial intelligence. These capabilities underpin the company’s efforts to modernize transportation technology and improve its service offering.
Duncan Solutions Completes Its Standalone Business Transformation
Affiliates of Gallant Capital Partners (“Gallant”) acquired Duncan, Pioneer, PCX, and Gila in February 2025. The acquisition covered the Government Services business of Navient Corporation (Nasdaq: NAVI). Collectively, these businesses operated as Business Processing Solutions, LLC (“BPS”). Since the acquisition, the company has taken several steps to establish independent operations. It separated from legacy Navient shared services and developed standalone functions and infrastructure.
The company also grew its leadership team and migrated core technology to Amazon Web Services (AWS). It also unveiled MöbiHUB as part of its wider strategy on transportation technology. Those initiatives helped pave the way for Duncan’s operational transition to an independent business. The latest divestiture brings its operations, leadership, technology and go-to-market strategy closer to transportation revenue management.
Duncan Prioritizes Investment in MöbiHUB and Government Clients
With Pioneer now sold, Duncan can direct its resources toward its core transportation technology operations. The company plans to increase investment in MöbiHUB and expand its capabilities across parking and tolling.
“Completing the sale of Pioneer is the final step in returning Duncan to its roots as a focused transportation technology company,” said James Kennedy, CEO of Duncan Solutions. “We are putting our full investment behind MöbiHUB, deepening our capabilities across parking and tolling, and delivering for our government clients.”
The company’s focused business model brings its transportation revenue management services under one strategic direction. Additionally, its integrated platform supports government agencies managing parking violations, tolling activities, and camera-enforcement programs.
Duncan aims to increase its presence in the transportation technology market by continuing to invest in MöbiHUB. The company will concentrate on providing connected solutions for the entire violation lifecycle.
Ultimately, the completion of the Pioneer sale provides a clearer strategic direction for Duncan Solutions. It currently operates only in transportation revenue management, AI-enabled technology and services for state and local government clients.
